Building on its unique expertise in supporting Red Cross and Red Crescent National Societies in small island states around the world, the International Operations Department (DOI) of the French Red Cross reopened the Preparedness and Response Platform for the Pacific (PIROPS) at the end of 2024, with its office based in New Caledonia.

PIROPS implements a broad range of humanitarian programmes across the Pacific, including a large-scale disaster preparedness programme in Fiji and Vanuatu (the 3 Oceans Project, funded by the Agence Française de Développement – AFD). It also provides rapid emergency response support at the request of Pacific Red Cross National Societies and develops disaster risk reduction initiatives throughout the region.

PIROPS is recognised as a strategic humanitarian actor in the Pacific region by national and local authorities, as well as by the components of the International Red Cross and Red Crescent Movement. It works closely with the Territorial Delegation of the French Red Cross in New Caledonia (DTNC).

Since its reopening, PIROPS has benefited from funding from AFD, CDCS (Center of Crisis of the French Ministry for Europe and Foreign Affairs), as well as private partners. As it enters a new phase of development, PIROPS seeks to build on the experience gained over the past two years to strengthen its regional positioning, mobilise new funding opportunities and implement its long-term strategy in support of Pacific National Societies.

Main Duties and Responsibilities

Reporting to the Head of Delegation, the Regional Development Manager is responsible for strengthening PIROPS' strategic positioning across the Pacific region. The position focuses on developing partnerships, identifying funding opportunities, structuring PIROPS' programme portfolio and leading resource mobilisation efforts in line with the organisation's international priorities and the strategy of national societies.

Partnership development
- Strengthen PIROPS’ understanding of the priorities, challenges and strategies of key regional stakeholders, particularly members of the International Red Cross and Red Crescent Movement.
- Actively position PIROPS as a key actor within regional technical networks.
- Foster coordination and collaboration with Movement partners and other humanitarian actors.
- Maintain and further develop strong, strategic and effective partnerships with existing institutional and operational partners.

Strategic development
- Identify needs and opportunities to support the development of PIROPS projects and translate them into strategic orientations and development plans.
- Prepare positioning papers, presentations, concept notes, project proposals and other strategic documents.
- Develop standard project concepts that respond to regional priorities.
- Design and development of programmes that respond to the priorities of Pacific National Societies, in close coordination with the International Red Cross and Red Crescent Movement.
- Ensure all proposals are aligned with PIROPS’ strategic priorities and those of the Red Cross and Red Crescent Movement.

Resource Mobilisation
- Monitor donor trends and identify relevant funding opportunities.
- Develop and maintain a mapping of institutional donors and funding partners.
- Design and implement donor engagement strategies.
- Lead the preparation and submission of funding applications and project proposals.
Representation and visibility
- Strengthen PIROPS' visibility and positioning among humanitarian, institutional and regional stakeholders.
- Identify opportunities to promote PIROPS during regional events, conferences and technical forums.
- Represent PIROPS in relevant regional meetings, conferences, forums, working groups and events.

Reporting Line
- Reports directly to the Head of Delegation (N+1).
- The Regional Development Manager has no direct management responsibilities.

Functional Relationships
- PIROPS programme teams.
- Technical advisors and the Partnership Department at French Red Cross headquarters.
- Regional partners, donors and other key stakeholders.


Profil du candidat

Required Skills and Knowledge

  • Significant experience in the humanitarian and/or international development sector.
  • Excellent interpersonal and networking skills.
  • Full professional proficiency in English (working knowledge of French would be considered as an asset).
  • Strong knowledge of donors and funding mechanisms.
  • Excellent oral and written communication skills.
  • Strong analytical, strategic thinking and synthesis skills.
  • Excellent command of IT tools (office software).
  • Good knowledge of the International Red Cross and Red Crescent Movement.
  • Good understanding of the Pacific regional context, including key humanitarian challenges and stakeholders.
  • Strong representation and advocacy skills, with the ability to confidently engage in high-level meetings, workshops and public events.
