The European Cooperative Society of Collective Interest "Humanitarian Logistics Cooperative", also known as "hulo", is the first humanitarian cooperative founded in June 2021. Led by humanitarian organizations and integrating new members regularly, hulo aims to improve the impact of humanitarian aid by strengthening collaboration and the implementation of joint projects in its countries of intervention. At hulo we are convinced that the sharing and pooling of resources and expertise between organizations contributes to increasing the performance of humanitarian logistics and the supply chain
Our action is based on a collaborative and participatory approach, collective intelligence and the animation of a community of practice. All our activities are structured around a common objective, involving several autonomous and interdependent stakeholders, who cooperate horizontally. Steering is distributed, based on consultation, co-responsibility and voluntary commitment.
In our 7 countries of intervention spread over 3 regions, we set up shared initiatives in the fields of purchasing, human resources and the environment. In support of humanitarian organizations, we coordinate shared international humanitarian transport initiatives for the most serious humanitarian crises. Finally, we are constantly developing digital solutions for the humanitarian community.

JOB DESCRIPTION
The Procurement Expert contributes NGO-side procurement expertise to the Global Humanitarian Procurement Collaboration and Performance Initiative, the 12-month HLGSC action co-led by WFP, hulo and NRC.
Working closely alongside the Project Manager, the WFP-hosted Procurement Expert (UN) and the wider Procurement Thematic Working Group (TWG), the position provides operational NGO experience to the design, testing and refinement of procurement cooperation guidance and procurement-integration tools, and supports the organisations participating in structured testing, pilots and validation.
A core dimension of the role is co-construction with the UN-side Procurement Expert: the two work jointly to identify which UN and NGO procurement practices are common ground and can be combined, and which need to remain distinct and why, and to translate this into tangible, evidence-based recommendations for the evolution of donor policies and regulations submitted to the HLGSC Donor Group.
He/she will have the main responsibilities of:
- Contribute to targeted procurement cooperation and collaboration guidance
- Strengthen procurement integration into organisational and project-level decision-making
- Support technical validation, consultation and cross-workstream coordination
- Contribute to monitoring, reporting and knowledge management
MAIN MISSIONS
#1 : Contribute to targeted procurement cooperation and collaboration guidance
- Co-construct, jointly with the UN-side Procurement Expert, a shared methodological framework for procurement cooperation: identify which UN and NGO ways of working are common and can be combined, and which need to remain distinct, and why.
- Prepare, jointly with the UN-side Procurement Expert, the evolutions to be submitted to the HLGSC Donor Group, factoring in changes in donor policies and regulations, and build tangible, evidence-based arguments and expected gains to support these recommendations.
- Coordinate closely with the Data Specialist and the Academic Expert to ground this methodological and donor-facing work in the evidence base.
- Support the consolidation of tested NGO approaches to procurement cooperation, including piggybacking, use of existing framework agreements, mutual recognition and shared market intelligence.
- Contribute NGO operational experience to the development of procurement cooperation principles, guidance and decision-support tools
- Contribute to refining the guidance package and defining the uptake pathway based on testing and review findings.
#2 : Strengthen procurement integration into organisational and project-level decision-making
- Support the consolidation of existing NGO practice on integrating procurement earlier into proposal development, demand planning, budgeting, market assessment and implementation planning.
- Contribute to the development of the practical procurement-integration tool package
- Support five pilot organisations in testing selected tools, and facilitate structured peer exchange on implementation experience.
- Contribute to documenting pilot learning and refining the final tool package.
#3: Support technical validation, consultation and cross-workstream coordination
- Contribute to Procurement TWG technical consultations, comments matrices and decision records
- Support coordination with relevant cross-TWG touchpoints and with the HLGSC Donor Group on issues relevant to procurement cooperation and integration.
- Liaise with participating organisations and their focal points to support engagement, testing readiness and documentation of implementation learning.
#4: Contribute to monitoring, reporting and knowledge management
- Provide inputs to the action's monitoring records, pilot documentation, risk register and implementation roadmap
- Contribute to knowledge products, learning notes and materials for wider dissemination
