Working environment:
The humanitarian situation in Ukraine remains critical amid ongoing international conflict. Since the escalation of the armed conflict on 24 February 2022, the destruction of vital civilian infrastructure continues to rise, leading to the destruction of homes across the country and cutting off access to critical services for millions of people. In 2025 in Ukraine, the UN estimates approximately 12.7 million people are in need of humanitarian assistance. Ukrainian refugee numbers abroad stand at about 6,9 million, while 3,7 million people are internally displaced (IDPs) within Ukraine.
Generally, the severe damage to critical infrastructure such as hospitals, schools, and water treatment plants has compromised access to clean water, sanitation, and essential healthcare services. Constant and long-lasting disruptions to the power grid have plunged entire regions into darkness, hindering communication and hampering daily life.
With the humanitarian situation in Ukraine being a challenge and may deteriorate further, the International Red Cross & Red Crescent Movement has mobilised all its emergency response mechanisms. Together, ICRC, IFRC, Ukrainian Red Cross Society (URCS) and National Societies are undertaking a coordinated response. As the conflict entered into protracted mode, Movement partners are pursuing their collaboration to answer the evolving needs, all over the country.
Poste
General mission of the DMI:
The purpose of the position is to ensure logistical technical assistance & coordination of all URCS projects supported by the French Red Cross; and to support, coach & guide the Ukrainian Red Cross Society (URCS) in specific logistics capacity strengthening areas agreed with the URCS and as per the HNS strategic plans.
KEY ROLES AND RESPONSIBILITIES
In the context of the continuous support to URCS operations in Ukraine, and under the supervision of the Head of Delegation, the logistics coordinator will be in charge especially of the following activities (non-exhaustive list):
- Objective# 1: Logistics Coordination of the FRC delegation and of all FRC supported projects with URCS
- Objective# 2 : Manage, supervise and monitor all purchases of supplies, goods, services and works; as per projects and delegation needs
- Objective# 3 : Stocks and IT management
- Objective# 4 : Partnership relationship, specifically with the URCS Logistic Department and other relevant counterparts.
- Objective# 5: day-to-day logistics Capacity Building and Strengthening for the URCS partner
- Objective# 6: Security and Safety Monitoring & Management
HIERARCHICAL AND FUNCTIONAL LINKS
Managing lines:
- Incumbent reporting line: Reporting to Head of Delegation
- Incumbent operational links: HQ Logistic Advisor - purchasing department
- Incumbent will manage: 1 resident staff
Collaborates internally with:
- All relevant FRC HQ Support and technical departments.
- FRC program, admin and finance team-members in Ukraine
Collaborates externally with:
- URCS Logistics/procurement
- URCS program teams as required.
- Counterparts and colleagues within the RCRC Movement and INSO
Profil du candidat
Qualifications and experience
Education :
- Generalist educational background: master in logistics, supply chain management, Logistics training (Bioforce type or bachelor's degree in logistics), or relevant field and experience in a similar position or at least 3 years in a field logistics position
Experiences:
- Minimum 5 years of experience in complex emergency humanitarian context
- Minimum 3 years of experience in team management
- Minimum 3 years experience working in the supply chain management
- Experience in building and strengthening capacities of national/local/civil society organisations
- Experience of working for the RC/RC Movement is an asset
Skills
Mandatory job requirements
- driving licence (manual gear)
- Prior experience and knowledge in contracts, purchasing and supply chain management is highly desirable
- High flexibility
- Ability to adapt to different cultures and to listen
- Ability to cope with various pressures
- Good synthesis and analytical skills
- Excellent teamwork skills. At ease and flexible in human relations.
- Rigor, flexibility and adaptability
Valued skills
- Proficiency in the Office pack (Word, Excel, Powerpoint), networking (G-Suite/Google Workspace)
- Proper knowledge of FRC and RCRC Movement would be an asset
Skills related to the specific environment of the mission:
- Ability to work in complex environments including the active conflict context.
- driving licence (manual gear) is mandatory
Languages
- English fluency mandatory (oral and written);
- French and other language of the region would be an asset

Conditions of employment:
- Type of status: expatriate
- Type of contract: Fixed-term contract under French law
- Salary: According to the classification of the position on the CRf grid and the experience of the candidate
- Per diem: daily per diem which varies according to the country
- Leave: 10 to 15 days minimum every 6 months - Airfare paid at 100% by CRF for home travel
- Health coverage: CFE + Mutuelle MSH (covered 100%) - covered at 75% by the CRF
- MedEvac/repatriation insurance: YES
- Other insurances: Provident insurance (death and disability)
