Description of the mission

Working environment:

Since April 2022, the French Red Cross (FRC) is participating in the response of the Red Cross/Red Crescent Movement to the Ukraine crisis, in Ukraine and its neighbouring countries, by providing significant financial, technical and logistical support and by opening one delegation in Romania covering also Moldova until recently, whilst the delegation is now based in Moldova.

In Romania, the FRC delegation was located at the Romanian Red Cross (RRC) headquarters in Bucharest. Together with the RRC, the FRC supported MHPSS, Primary Health and First Aid projects sectors, targeting Ukrainians refugees mainly and vulnerable host populations; through a delegated management approach. The overall collaboration ended in December 2025 whilst financial reporting still needs to be completed.

In Moldova, the FRC is currently supporting First aid activities and is planning to play a more active role alongside the Moldova Red Cross (MRCS), in the areas of National Society Development, Health and Emergency Response. The FRC relocated its delegation in Chisinau late January 2026.

The Support Coordinator will play a crucial role in the effective and efficient physical closure of the programmes in Romania and the development of the programmes in Moldova from February 2026.

Under the responsibility and supervision of the French Red Cross' Head of Delegation in Romania/Moldova, the main tasks are as follows:

FINANCE : Supervise and ensure all financial, accounting, and budgetary management (including financial reporting) of the delegation as well as the management of administrative and legal files.
ADMINISTRATION : Supervise and ensure the set-up and follow-up of the mission's HR policy and management, with the support of the Head of Delegation, and coordinate its implementation in the delegation as per the country's legislation, HR policy and FRC staff development.
LOGISTICS : Supervise and ensure the logistics' management of the delegation; as well as ensure the proactive and diligent technical assistance of his/her local counterparts, for any logistic file, procedure or process that requires FRC's supervision, monitoring or quality control.
SUPPORT PROCESSES DEVELOPMENT & PROCESSES OPTIMISATION : Ensures that all FRC's support functions are strengthened, and appropriate systems are in place to adequately support programs implementation in all aspects and ensure quality standards in all support processes.
CAPACITY BUILDING: Ensure the capacity building of and knowledge transfer to the National Support Coordinator (contracted by the Moldovan Red Cross but fully dedicated to the French Red Cross programmes in Moldova) and Host National Societies (Moldovan Red Cross) relevant counterparts
COORDINATION: Coordinate with the Romanian Red Cross and Moldovan Red Cross

Profile

Qualifications and experience :

Education :

Bachelor degree in humanitarian Logistics or Business Administration/Finance. Minimum of 3 years of demonstrable relevant experience in a similar position.

QUALIFICATIONS, SKILLS, AND EXPERIENCE

Previous experience in closing/opening a country office.
Experience and understanding of main donors' logistics and finance requirements is desirable (knowledge of AFD and CDCS procedures is considered an asset).
Previous experience of facilitating staff training and on-the-job coaching is considered an asset.
Knowledge of accounting principles, financial systems, budget/cash-flow monitoring and internal accounting controls is essential
Ability to communicate effectively with key stakeholders, especially national partners, and adapt to a dynamic environment to achieve objectives.
Essential computer literacy (word, excel, internet).
Previous experience in using SAGA software

Excellent written and oral communication skills
Good analytical skills with good attention to detail
Commitment to and understanding of FRC's vision, mission, and values.

LANGUAGES SKILLS REQUIRED:

Written and oral English required
Written and oral French desired, strong advantage.

Conditions of employment:

Type of status: expatriate
Type of contract: Fixed-term contract under French law
Salary: According to the classification of the position on the CRf grid and the experience of the candidate
Per diem: daily per diem which varies according to the country
Leave: 10 to 15 days minimum every 6 months - Airfare paid at 100% by CRF for home travel
Health coverage: CFE + Mutuelle MSH (covered 100%) - covered at 75% by the CRF
MedEvac/repatriation insurance: YES
Other insurances: Provident insurance (death and disability)

Duration: 5 months
