Description of the mission

The Accounting and Finance Manager is responsible for managing the Association’s accounting and finances, both at head office and across its programmes and countries (Cambodia, Laos, Philippines and Vietnam). The role ensures that accounting and financial procedures are properly followed and that the Association stays up to date with relevant regulations.

The Accounting and Finance Manager reports to the Executive Director and works closely with the Board Member and Treasurer. He/She also work with external service providers, employees, volunteers and other team members. The role involves regular coordination with the Administrative and Finance Managers in the field, who report directly to the Country Directors.

Accounting & Financial Management

  • Manage the Association’s general and analytical accounting and ensure the consistency and accuracy of accounting records and documents.
  • Record and check the payment of invoices.
  • Process payments for taxes, social security contributions and other statutory charges.
  • Prepare the annual financial closing, including the balance sheet, income statement, CER and accounting notes, and provide all information requested by the Association’s governing bodies and statutory auditors.
  • Lead internal and external financial audits at the regional level, is the key interlocutor of our French statutory auditors.

Budget & Financial Management

  • Support head office and field teams in the financial monitoring of their projects and funding agreements.
  • Participate in the preparation of budgets at head office and in the field, carry out monthly budget monitoring, prepare financial statements and consolidate accounts, and lead the monthly financial review meeting.
  • Monitor cash flow and treasury management.

Financial Procedures & Compliances

  • Ensure compliance with Enfants d’Asie’s financial and accounting standards and procedures, monitor deadlines, and ensure the accuracy and reliability of the accounts in accordance with established procedures.
  • Participate in defining, drafting, updating and implementing the Association’s accounting and financial policies and procedures.

ITHR & Administrative Support

  • Ensure that accounting software solutions comply with regulatory and security requirements
  • Supervise maintenance and evolution of all finance/accounting IT solutions across the organisationHandle the administrative follow-up of head office employees and expatriate staff.
  • Provide administrative support for predefined tasks related to employees and expatriate staff.

Profile

Qualifications

  • Bachelor’s degree in accounting, finance, business administration, or a related field.
  • Strong knowledge of accounting and financial management.
  • Strong knowledge of international accounting software, particularly Sage and SAGA.
  • Fluent in English.

Experience

  • 7–10 years of professional experience in accounting and finance, in international organisations using international accounting standards.
  • Proven experience in preparing and closing annual accounts.
  • Experience working with formal accounting and financial procedures and processes.
  • Proven experience managing multi-country or regional budgets is highly desirable.
  • Previous experience in an NGO, (non-profit organisation), or public-sector environment.
  • Eexperience in child-focused programmes, particularly in education or child welfare, would be a strong advantage. A genuine interest in and sensitivity to these issues would also be valued.

  • Flexible and adaptable, with the ability to work in different institutional and cultural contexts.
  • Ability to manage finance teams remotely, without hierarchical responsibility.
  • Able to maintain professional judgement and critical thinking when working with different types of institutions and organisations.
