The Site Civil Superintendent will be based and work at the construction site for the duration of the project construction & commissioning, up to the start of the plant commercial operation.

This project site is in Coke County, near the town of Tennyson, Texas. The project construction is expected to be completed in the third quarter, 2026.

Job Description

  1.   LOCATION OF POSITION

The Site Electrical Superintendent will be based and work at the construction site for the duration of the project construction & commissioning, up to the start of the plant commercial operation.

This project site is in Coke County, near the town of Tennyson, Texas. The project construction is expected to be completed in the third quarter, 2026.

  1. ROLES AND RESPONSIBILITIES

MISSION:

The Site Electrical Superintendent will provide input, support and technical expertise for renewable power plant construction projects in North America. The Site Electrical Superintendent will review and supervise the electrical engineering, procurement, construction, start-up, testing and commissioning activities done by the BOP (Balance of Plant) Contractor and either the Turbine Supplier or PV Panel supplier on behalf of the Project Company.  The scope of work associated with such renewable energy projects could include but is not limited to wind turbines, PV Panel arrays, Inverters, HV substation, pad-mounted MV transformers, underground collection system, SCADA systems, overhead HV gen-tie line and interconnection.

The Electrical Superintendent will report directly to the Site Construction Manager.

The Site Electrical Superintendent is responsible for the Supervision of the BOP contractor, QA/QC enforcement, scheduling and logistic support, reviewing and signing off on the electrical quality control packages, including delivery inspections, walkdown, pre and post energization punch lists, substation completion certificate and any other certificates as needed.. The Electrical Superintendent shall supervise the contractors to ensure a safe and productive job is attained and costs are controlled in the construction field operations.

Essential Job Functions:

SAFETY:

  • Work with contractors to ensure a safe working environment for all on site personnel.
  • Responsible for working with the contractors for the verification of safe working conditions and procedures, including verification of qualified and trained personnel, specifically as it relates to switching, lockout – tagout procedures, approach distances,

Arch flash boundaries, protective equipment, rotation and voltage checks

  • Must understand conditions of working around high voltage lines while High-Potting or Partial Discharge Tests.
  • Work with the contractors to coordinate the lockout/tagout procedure with the site operations personnel, electrical subcontractor, engineer, and transfer of the LOTO to equipment supplier for Commissioning activities.
  • Verify that the project is ready for start-up prior to back feed energization.
  • Review and comment on Contractors EHS documentation to confirm it complies to U.S. EHS standards and regulations.
  • Control and implementation of the EHS risk mitigation measures on site. Report accordingly if there are deviations.

ENGINEERING, DESIGN AND PROCUREMENT:

  • o Review and provide direction regarding the electrical engineering and design for the generating facility.  Provide input and direction to ensure the final design meets the Project requirements.
  • o Review and comment Review and comment on the Contractors
  • o Confirm that construction is in compliance with the reviewed design and commissioning documents. Report accordingly and if any deviations

CONSTRUCTION PHASE:

  • o Supervise contractors on-site to ensure adherence to all contractual requirements (incl. HSE protocols), corporate policies, and local, state, and federal regulations.
  • o Monitor electrical contractors’ installation activities and track progress against schedule and budget baselines. Inform Site Manager of anticipated or actual delays and cost over-runs.
  • o Bring to the Site Manager’s attention any issue relating to electrical activities that may require his immediate review or action. Typical issues include deviations from the project baseline (scope, schedule, safety procedures, etc.).
  • o Assist Site Manager in communicating with contractors in case of potential scope or schedule adjustments. Change orders requests need to be shared with Site Manager.  Assist the SM in expediting change orders and changes to project electrical budget.  Review equipment with engineer and owner to utilize most cost-effective equipment that is approved for the construction site.
  • o Assist the Site Manager in the preparation of Plans of the Day and short-term plans (two-week look-ahead).
  • o Work with the contractor as needed to manage interfaces between different contractors involved in electrical works (BOP, TSA, AEP and others) regarding for example, the cable terminations and connection, in an effort to minimize delays and cost overruns risks.
  • o Support the Construction Manager in managing the interface with the Transmission Owner and the interconnection works.
  • o Participate in meetings as directed by the Construction Manager.
  • o Act as the owner’s electrical engineer in the areas including but not limited to; engineering, procurement, construction, start up, acceptance testing, and commissioning of all electrical facilities, and in particular HV substation.
  • o Act as primary point of contact for electrical grid operators or utilities to ensure proper design, procurement, installation, and acceptance of project interconnection facilities.  
  • o Schedule and conduct meetings as appropriate with BOP / EPC Contractors, electrical engineers, electrical contractors and utility interconnect personnel to address recurring topics (completion progress, adequateness of planned resources, etc.), anticipate and mitigate risks, or define an action plan to cure issues.
  • o Review skill evaluation of Contractors.
  • o Arrange for engineering support and consultation needed as well as provide for peer review of critical electrical issues.
  • o Review and comment as necessary the completed handover documentation.
  • o Prepare and help the transition to the Operational team, coordinate any needed training on the main electrical equipment

Qualifications

Shall have a minimum of five years utility electrical experience, with Wind Farm construction and commisioning experience preferred.

Substantial construction field experience required.

Must have a valid driver license and an acceptable motor vehicle driving record.

Ability to perform administrative tasks in an efficient manner.

Proficient in Microsoft Office suite (Word, Excel, Project, and Outlook)

Excellent understanding of safety requirements, construction, commissioning of HV and MV equipment, and testing of electrical systems.

Ability to supervise contractors.

Good communication skills to deal with owners, contractors, and other employees.

The position requires work of a physical nature; walking, climbing and exposure to climatic conditions

Possess a solid understanding of tracking job progress.

Education Requirements:

Four-year Electrical Engineering degree and/or fifteen (15) years of relevant experience.

The following are a plus:

  • OSHA Training 10 hours or 30 hours.
  • NFPA 70E Training
  • High Voltage substation switching training.
  • Transformer operation and maintenance
  • SCADA Systems training
