Focus on our activities in Lebanon

Our mission in Lebanon has been open since 2012. PUI develops its integrated approach with health, protection, food security & livelihoods, and shelter interventions. Furthermore, PUI works on strengthening existing public systems and infrastructure, while also providing direct, emergency support to affected population depending on the local context. Today, the mission is implementing 12 projects.

What about the MHPSS and Protection Coordinator ?

As Mental Health and Psychosocial Support (MHPSS) and Protection Coordinator, you are responsible for the development and implementation of the mission's operational MHPSS and Protection strategies respectively as well as for the quality of current and future MHPSS and Protection programmes throughout the design, implementation monitoring and evaluation phases. You build the capacity of the mission’s MHPSS department and Protection department (technical teams and projets’ teams) and provide technical support to the project teams. You represent PUI to the authorities, humanitarian actors and donors for the MHPSS and Protection sector.

For this purpose, you will be responsible for :

➜ Context analysis / Strategy / Development : You participate in the development of the operational strategy in MHPSS and Protection and contribute to the design of new relevant MHPSS and Protection interventions on the mission based on the identified MHPSS and Protection needs in the country, and in line with PUI MHPSS and Protection intervention frameworks. In coordination with the MHPSS and Protection teams in the bases, you monitor MHPSS and Protection activities in the country and analyse their strengths and weaknesses, offer programmatic adjustments in line with the needs, regulations and contextual developments.

➜ Programmes quality: You provide technical support in your field of expertise to the technical and programme teams (Specialists, PMs, Deputies PMs, Supervisors and implementing staff) and ensure the quality and effectiveness of the mission's MHPSS and Protection programmes through field visits, data analysis and regular check ins with the base teams within their specific areas of expertise.

➜ Representation / Coordination: You ensure PUI's external representation for the MHPSS and Protection sector to partners, donors, national authorities and local actors. You represent PUI in relevant Clusters/Sub-Clusters (Protection, GBV) or MHPSS sector working group meetings. You contribute to the good information sharing within the MHPSS and Protection sector and inform PUI of the discussions and update from these discussions.

➜ Human Resources / Training: You provide technical support to the project teams and in particular to the MHPSS and Protection teams. You provide support to the project managers for the recruitment of technical staff in MHPSS and Protection. Working alongside the Deputy HoM for Programs and the HQ MHPSS and Protection and Gender Advisors, you identify key strengths, weaknesses, opportunities and gaps within MHPSS and Protection departments. You work on a capacity building plan/training plan for the teams and supervise the content of these trainings where relevant. You also provide clinical supervision to the psychologists in the bases.

➜ Logistics and Administration: You ensure the teams under your responsibility follow logistic and administrative procedures and keep the logistic and administrative departments informed of any relevant developments.

➜ Security: You contribute to the compliance with security rules on the mission and share all information related to security to your line manager and/or to the mission's security manager.

The challenges that await you :

Support to enhance visibility and fundraising for Protection activities and Protection mainstreaming Lead the full integration of MHPSS services in the national system, including but not limited to supporting the integration of MHPSS in the national health information system, piloting the support for psychiatric hospitalization and supporting the primary healthcare network to directly provide quality MHPSS services Lead the integration between MHPSS, Protection and Health departments Respond to the rapidly changing and compounding needs of displaced and conflict-affected populations

What you will need to succeed

Training

You hold a Master’s degree (or equivalent) in psychology, psychiatry, mental health, or similar relevant field.

Experience

With at least 3 years of experience implementing MHPSS programs, at minimum 2 years of clinical practice in mental health or psychosocial care and 3 years of Protection Programmes management (including including design, implementation, and monitoring of interventions) or a similar position. You have a strong understanding of global Protection and/or GBV principles and standards and relevant bodies of international law. You have previous experience with NGO and in humanitarian or development settings, ideally with populations affected by crisis, displacement, or conflict. You have worked in environments with protection/GBV threats.

Skills

You have solid understanding of the IASC Guidelines on MHPSS in Emergency Settings and MHPSS intervention pyramid and of the IASC Guidelines GBV in Emergency, on Protection and on Gender in Humanitarian Action. You have competence in designing and monitoring psychosocial and psychological interventions, including referral systems and stepped-care approaches and in designing and monitoring community based and general protection and/or GBV case management interventions, including person/survivor centered approach and referral systems.

Qualities

You demonstrate good written communication skills, good knowledge of program management and quality monitoring, excellent writing and speaking skills, and good knowledge of donors. You demonstrate strong and proven capacity in diplomatically working among an integrated multi-cultural project team.

Languages

English and French have no secrets for you! All the better, it is mandatory for this position. If you speak another language, it would be a definite asset.

Status : Cadre with a Fixed-Term Contract

Monthly Gross Income : 2650.00 - 2970.00 EUR depending on your experience in International Solidarity + 50€ per semester of seniority with PUI

Insurance including medical coverage and complementary healthcare, 24/24 assistance and repatriation

Housing in collective accomodation

Daily Living Expenses ("Per Diem")

Break Policy : 5 working days at 3 and 9 months + break allowance

Paid Leaves Policy : 5 weeks of paid leaves per year + return ticket every 6 months
