The Global Procurement Group defines, at corporate level, the procurement strategies for each major family, and the global rules pertaining to sourcing, negotiation, collaboration and techno-economic evaluation of our suppliers. It also defines the level of management for each family : Global / National / Local.
The Global Procurement Group controls and monitors the proper application of these rules and strategies by local procurement departments inside each Business Unit (procurement performance, reporting, application rate of the global contracts, etc.).
Job Description
The Category Manager is responsible for developing and implementing procurement strategies to deliver optimum multifaceted performance. He/She leads and coordinates or contributes to a core and an extended team to ensure consistent performance across all BUs, all activities and all regions. He manages overall relationships with suppliers. He/She follows the Category Management Tool box process and manages key deliverables.
Main activities
- Produce Portfolio spend analysis, Category breakdown between global and local in case of a global category manager, Categories Mapping on Krajlic matrix, 3 years activity planning
- Provide for each category under his/her responsibility, category internal & external analysis, category strategy outlining multifaceted performance objectives and recommended process (Tender / “direct negotiation”)
- Run the tender or direct negotiation process and publish multiple years targeted results broken down by BUs
- Negotiate and finalize contracts with suppliers and legal, to get all contracts approved.
- Reviewing contracts and having the knowledge to develop and/or evaluate purchasing contracts
- Publish annual objectives and KPI for the multifaceted performance
- Ensure that agreements are operational for all BUs, activities and regions
- Visit / Lead / Participate periodical LTP meetings with BUs
- Lead / Participate periodical core team meetings to review performance, identify gaps and drive corrective action plans
- Ensure that innovative and distinctive solutions and technologies are incorporated into the Customer's offerings
- Lead / Contribute to overall “single voice” supplier relationship
- Negotiate and manage supplier contracts including objectives for the multifaceted performance
- Lead periodical suppliers meetings with core team to review performance in the concerned BUs, activities and regions
- Lead annual strategic suppliers reviews.
- Support BUs to solve major suppliers performance issues
- Identify and share best practices
- Run benchmarks and share relevant information
- Coordinate effort for developing standard tools and processes
- Develop the budget on an annual basis to detail multifaceted performance for each category
- Report performance Quarterly, identify the gaps, implement corrective actions when required.
- Create and animate communities related to Portfolio families
Qualifications
- Business or Engineering Master’s degree
- A minimum of ten years experience in international procurement, including: commercial and legal negotiation skills; knowledge of international tender process; knowledge of supply chain management
Mains skills
- Procurement strategies must be in adequacy with the global strategies of the organization. For each category, we define a procurement strategy with identified objectives, targeted and realized savings, reduced risks and innovation. Consolidation and design of a strategic procurement plan per category and main cost reduction lever
- Develop the critical skills, know-how and techniques to master sourcing from challenging briefs and specifications, running RFI and RFPs to conducting market analysis, selecting suppliers, managing projects and leveraging e-sourcing effectively
- Mastery of the practice of obtaining the best quality/price/service ratio according to "the right need" by implementing a set of techniques and tools favoring dialogue and communication between the buyer and the supplier
- Assessment of suppliers’ strengths, performance and capabilities with respect to overall business strategy, determination of what activities to engage in with different suppliers, and planning and execution of all interactions with suppliers to maximize the value realized through those interactions
- Process of regularly identifying both internal and external risks to your supply chain, eliminating situations that put your organization at unnecessary, increased risk, finding solutions to mitigate both internal and external and external risks. It also involves risk analysis : mapping out potential risks, the likelihood of their occurrence, and whether or not you can effectively avoid those risks without disturbance to your supply chain
- Understand what is procurement performance at Veolia, Economical, ESG and Effectiveness (process optimization). Apply the right rules for calculating the procurement KPI's (Performance savings, EBITDA recurring Savings, Spend addressable, Spend under contract...)
- Process of managing contracts related to purchasing with vendors. It comprises negotiating the terms and conditions of contracts
