➔ Description of the mission

Grants management

  • Proposals/ Reporting/ Monitoring & Evaluation: The Grants Team serves as the link between the local operational team in Cambodia, the Head of Fundraising in France and our donors. For programs and projects funded by dedicated funds, the Grants Director must guarantee that the operational team's outcomes align with donor expectations. He/She plays a pivotal role in overseeing the effective monitoring of key performance indicators (KPIs), the proactive collection of critical information, and the punctual delivery of reports to donors.
  • Write funding proposals and draft logical frameworks, in collaboration with Project/Program Managers and the Head of Fundraising for grant application submissions.
  • Ensure donors’ expectations are met by closely monitoring timelines, deliverables, and KPIs, as outlined in donors’ proposals.
  • Provide feedback, in collaboration with the Head of Fundraising, on project and program reports to ensure alignment with donors' expectations.

Budget management

  • Although the Grants Director does no directly manage projects & programs budgets, he/she is in charge of verifying financial reports and budgets proposal. This role involves providing support to projects and programs managers for tracking and analyzing their expenses.

Project Coordination & Development

  • Collaborate closely with the leadership to identify new projects.
  • Develop a deep understanding of PSE needs to prioritize projects effectively.
  • Provide clear guidelines to Project Coordinators and Managers for project planning, including objectives, timelines, operational requirements, budgets, expected outcomes, and KPIs.

Capacity Building

  • Support to the projects/programs managers in developing project management skills, and in understanding project cycle management. Ensure they have a comprehensive understanding of donors’ expectations regarding KPIs and reporting.
  • Animate project workshops twice a year.
  • Update and develop projects and programs procedures and documents as needed.

Business development

  • Serve as the primary point of contact for local financial donors to maintain strong relationships.
  • Organize visits to potential new donors.

➔ Profile

  • Master degree in Project Management, Law, Economics & Development
  • Minimum 5 to 7 years of working experience
  • Experience in grants management, finance and Monitoring & Evaluation
  • Previous experience in implementing educational projects in developing countries preferred
  • Native French, fluent English (Khmer a plus)
  • Strong analytical, project management & communication skills
  • Ability to collaborate effectively with various stakeholders
  • Good team player, and ability to drive a team
  • Commitment to PSE’s vision, core values and code of conduct
  • Patience, adaptability and ability to cope with change process.
