About BSF

Founded in 2007 by the French historian Patrick Weil, Bibliothèques Sans Frontières (Libraries Without Borders) is an NGO that empowers vulnerable populations by sharing culture, education and information. It implements inclusive and innovative projects in 30+ countries, enabling people affected by crises and precarity to educate themselves, dream and (re)build their lives. Thanks to its innovative tools, library of contents and expertise in mediation, BSF and its partners tackle the major challenges of the 21st century such as education, culture, citizenship, community building, health, employment or entrepreneurship.

Our work in Ukraine

Since 2022, BSF has been operational in various locations across Ukraine, from public libraries to displacement centers. Partnering with local and other international organizations, we offer safe places for vulnerable children to engage in educational, cultural, and recreational activities. BSF in Ukraine is aiming at expanding its activities and at building local partnerships focusing on education, mental health, and information support via innovative tools and adapted contents.

Mission Objectives

This consultancy will help us make sure our programs are of high quality by fostering and maintaining relationships with project partners across Ukraine and being their primary point of contact throughout the life cycle of the partnership. The Technical Advisor for Partnerships will report to the Program Coordinator and will work in close cooperation with the rest of the Programs team and other support positions, notably with the Technical Advisor for contents and mediation. They will also work occasionally with the HQ Programs Team at BSF HQ in Paris.

The Technical Advisor for Partnerships is responsible for the following key areas:

1. Partnership relations Management

  • Provide support in the identification of partners.
  • Liaise with partners and support in the development of partnership agreements.
  • Conduct regularly scheduled check-ins (virtually or in-person) with partners to maintain relationships, assess success and difficulties and to develop improvement or action plans as needed.
  • Manage an “action plan” or CRM tool for each partner and keeping it up to date.
  • Support in the development and implementation of a partner capacity building plan, where feasible, to assist partners in developing organizationally.
  • Oversee the monthly reporting process, including updating templates/forms and maintaining regular contact with partners to ensure reporting accuracy.
  • Maintain an up-to-date record of the BSF Ukraine partnership beneficiary/participant count.
  • Analyze data and identify trends, opportunities, and areas for improvement.
  • Report to the Program Coordinator.

2.Implementing activities facilitation and mediation

  • Conduct regular field visits (online or in person) to observe facilitators, gather feedback, and identify opportunities for improvement in activities and training sessions.
  • Provide tailored technical support to implementing partners on the effective use of BSF tools and materials, ensuring alignment with program goals.
  • Facilitate regular meetings or feedback sessions with facilitators and partners to address challenges, share updates, and co-create solutions.
  • Develop MEAL plans and implement monitoring tools to assess the quality and impact of activities, ensuring that they meet both immediate and long-term program objectives.
  • Document best practices, case studies, and success stories to inform program improvement and advocacy.
  • Create and follow-up personalized capacity building/mentoring plans for facilitators based on their performance, training needs, and feedback from beneficiaries.
  • Mediate challenges between facilitators, partners, or beneficiaries to ensure smooth implementation and foster collaboration (community of practice).

3.Training

  • Coordinate the logistics of training sessions, including scheduling, participant outreach, materials preparation, and venue setup (virtual or in-person).
  • Facilitate training sessions to build capacity among facilitators and implementing partners, ensuring they can effectively use BSF tools like Ideas Box, IDC Kits, Kajou Cards, and Micro Libraries.
  • Design and adapt training materials, guides, and modules to meet the unique needs of facilitators and target audiences in various cultural and educational contexts.
  • Lead practical, hands-on workshops to demonstrate best practices in facilitation, audience engagement, and activity creation.
  • Contribute to training reports and evaluations, summarizing key outcomes, participant feedback, and recommendations for future sessions.
  • Monitor the impact of training on facilitators’ performance, providing follow-up support and additional resources as needed.

Deliverables

  1. Develop and maintain strong, collaborative relationships with partners, ensuring the successful implementation of programs and organizational growth.
  2. Oversee partner reporting, including tracking program metrics, beneficiary counts, and performance, and ensuring timely, accurate reporting.
  3. Support the development and delivery of training programs (initial/refreshers) to enhance facilitators’ and partners’ capacity in using BSF tools effectively.
  4. Ensure the effective mediation and facilitation of activities by providing technical guidance and fostering an environment that enhances program quality and participant engagement.

Modalities

Status: 3 months, service contract

Start Date: As soon as possible

Location: Kyiv, Ukraine

Reports to: Program Coordinator

Remuneration: Remuneration for this assignment will be fixed by mutual agreement the parties following a financial proposal from the candidate. The price proposal must not exceed 5,400 euros for 3-months service contract.

Travel: Depending on the security situation, this consultancy will require traveling to (but not limited to) Kharkiv, Dnipro, Kyiv and Lviv.

This call for consultancy is only open to Ukrainian nationals or to permanent residents.

Profil recherché

Requirements

Required Education & Experience:

  • University degree in Social Science, Education, or another relevant field.
  • Minimum of three years of professional experience.
  • Previous experience working in international NGOs and understanding of the project cycle is considered a plus.
  • Experience in conducting trainings and other capacity building activities
  • Experience in mediation and facilitation techniques, and in project activities follow up
  • Experience in research or data collection and management would be beneficial but not essential.

Required Qualities:

  • Interest in digital education and new educational tools, platforms, and technologies is strongly desired.
  • Able to build and maintain strong and productive relationships with new stakeholders.
  • Thorough, organized, and reliable. Able to work autonomously with a sense of responsibility.
  • Capable of adapting, managing priorities, and acting pragmatically in a busy work environment.
  • Strong interpersonal and communication skills. Able to coordinate and collaborate well with external stakeholders.
  • Strong sense of integrity and honesty.
  • Fluency in Ukrainian and working proficiency in English (mandatory).
