Médecins Sans Frontières is an international, independent, medical humanitarian organisation founded in 1971 that delivers emergency aid to people affected by armed conflict, epidemics, pandemics, natural disasters and exclusion from healthcare. We are currently working in more than 30 countries.

We are recruiting a replacement for the post of Deputy General Director.

Mission

As a member of the Management Committee, you will be an integral part of the General Directorate, which is composed of a general director, a management attaché, a secretary general for the Paris Operational Centre (OCP), a steering and projects manager and various project officers. In a spirit of complementarity, you will exercise a strategic function within the General Directorate. Your main missions will require versatility and a thorough understanding of MSF’s workings. You will organise the replacement of the Director General in his absence

In our 2020-2025 strategic plan, the evolution of work organisation, human interactions in the workplace and the transformation of our structure have been identified as the cornerstones of our success. Your main role will be to monitor the activities linked to this evolution in work organisation, as well as in the human relations that shape our action in the field, our different headquarters, the OCP group (Paris Operational Centre) and the MSF movement.

Main responsibilities:

You will support the General Director in providing leadership, advice and support to the departments and the satellites of MSF France (MSF Logistics, Epicentre and MSF Foundation) and in his role on the executive governance bodies of MSF France, OCP and the MSF movement. In close liaison with the support departments, and by delegation of the General Manager, you will provide the necessary support and control for the implementation of the defined strategy.

You will be the driving force behind the organisation of MSF support functions and relations with MSF entities.

You will ensure the quality of human relations in the workplace by strengthening the social dialogue and foster measures aimed at taking better care of our staff (equal opportunities, inclusion etc.).

You will contribute to the development of priority cross-cutting projects and provide advice and expertise to the Director General in various fields.

Specific tasks and responsibilities:

Structural work organisation

Working closely with the steering and projects manager, the support departments at headquarters and the field programmes:

  • You will map the MSF support functions spread across different MSF offices and entities, ensure that they are able to respond to the needs of the field and contribute to their effective interworking.
  • You will also capitalise on opportunities for collaboration and partnership with other entities within MSF to foster the development of projects that serve its operational and institutional needs.

Human work organisation

  • You will supervise relations with social partners and the management of human relations in the workplace both at headquarters and in the field, where you will support the development of forums for and a culture of social dialogue.
  • You will chair MSF and Epicentre’s CSE (Social and Economic Committee) by delegation of the General Director, and lead workings and negotiations with the elected staff representatives.
  • You will facilitate reflection and work on equal opportunities in the workplace, including the inclusion of members of our field teams in decision-making bodies and that of certain under-represented groups (disability, gender etc.).
  • You will chair the Solidarity Committee, whose purpose is to handle personal requests (shelter and healthcare) that fall outside the scope of standard policies.

Contribution to priority cross-cutting projects

  • You will facilitate the creation of discussion forums allowing MSF employees to exchange on work situations. You will contribute to the implementation of internal communication actions promoting the active sharing of information and the clarification of MSF's choices.
  • You will lead the OCP initiative to reduce our carbon footprint by 50% by 2030 and our toxic emissions by leading the OCP monitoring group in which the environmental project manager participates, reporting to you. You will be on the steering committee of the movement's Climate Smart initiative.
  • You will actively participate in the reflection and implementation of an organisation that fosters the protection of our patients and staff: prevention and management of abuse; respect for patients' rights; fight against discrimination. You will directly supervise the EAMA unit, currently responsible for the prevention and management of abuse in the field.
  • You will support the reflection on HR activities and functions with a view to rethinking its architecture.
Profile
  • A minimum of 5 years’ experience with MSF
  • You have a strong management training, leadership experience as well as experience in humanitarian work.
  • You have knowledge of work organisation, human resources management and steering complex projects.
  • You have a particular interest in the social dialogue and experience in this field.
  • You understand the operational challenges and need for both an efficient and structured organisation at headquarters and strong delegation from headquarters to the field.

Languages: Fluent French and English, written and spoken.

**Status:**Permanent contract – executive – full-time. Based in Paris. International travel required.

**Salary conditions:**€81,5 K gross per year over 13 months.11€ Luncheon voucher, 60% care of MSF.100% Mutual health insurance. 50% public transportation expenses. 22 days RWD per year.
